EXAM NAME: WEST BENGAL AUDIT AND ACCOUNTS SERVICE.
ABOUT EXAM:
# If at any stage even after issuing the letter of appointment, a candidate is found ineligible in terms of advertisement his / her candidature will be canceled without further reference to him /her.
# No candidate shall be allowed to take the examination unless he/she holds an admit card.
# The Public Service Commission, West Bengal shall have the discretion to fix qualifying marks in any or all the papers of the main examination for all categories of vacancies.
# If a candidate fails to secure qualifying marks in any paper/subject the marks in that paper/subject will not be considered in calculating his/her aggregate.
# There shall be no separate qualifying marks for Personality Test.
# Final Merit List shall be prepared on the basis of aggregate marks obtained by the candidates in the Main Examination and Personality Test.

HOWEVER, SUBMISSION OF MORE THAN ONE APPLICATION BY THE SAME CANDIDATE IS STRICTLY FORBIDDEN AND SUCH APPLICATIONS ARE LIABLE TO CANCELLATION.

EDUCATIONAL QUALIFICATION:
Bachelor’s degree in Commerce from a recognized University
OR
Must be a Member of the Institute of Chartered Accountants of India
OR
Must be a Member of the Institute of Cost Accountants of India
OR
MBA/PGDM (FINANCE) or equivalent post-graduation degree in Finance under 2 (Two) years full-time regular course approved by All India Council for Technical Education.
OTHER REQUIREMENTS: Ability to read, write and speak in Bengali (not required for those candidates whose mother tongue is Nepali).
AGE: Not more than 36 years.
# The upper age limit is relaxable by 5 years for S.C. & S.T. candidates and by 3 years for B.C. [non-creamy layer] candidates.
# In the case of Persons with Disabilities (PWD), the upper age limit is relaxable up to 45 years. No relaxation is applicable to S.C./S.T./B.C. candidates of other States as they shall be treated as general candidates.
NOTE: Date of birth as recorded only in the Madhyamik or equivalent certificate will be accepted.
NATIONALITY: Must be a citizen of India.
The West Bengal Audit and Accounts Service Recruitment Examination will be held in two successive stages, viz.,
(i) Preliminary Examination (Objective Multiple Choice Question) and
(ii) Main Examination (Conventional Type) followed by Personality Test.
Candidates selected on the results of the Preliminary Examination will be allowed admission to the Main Examination and those selected on the basis of results of the Main Examination will be called to appear at the Personality Test.
A deduction of 10% of full marks will be made from the total marks secured by a candidate in a particular paper if he/she discloses his/ her identity by writing his/ her name, Roll No. or by putting any identifying marks in the answer script of that paper.
There shall be negative marking for each wrong answer to multiple-choice questions (MCQ Type).
LANGUAGE OF THE EXAMINATION: Answer in all the papers, compulsory and optional, except the language paper may be written either in English or in Bengali ( unless otherwise directed in these rules or in the question papers).
NOTE: Candidate shall write their answers to all the questions in only one and the same language in any particular paper.
Written Test-
Preliminary Examination:
# The Preliminary Examination shall consist of only one paper on “General Studies”.
# The question paper will be of objective type consisting of 200 multiple-choice questions.
# The paper will carry 200 (Two hundred) marks and will be of 2.5 hours (150 minutes) duration.
# The standard of the paper will be of the level of knowledge as expected of a Bachelor of Commerce of a recognized Indian University/Institute.
# The paper will consist of two (2) groups, viz Group A & Group B and shall be held on a single day.
# The paper will include questions covering the following fields of knowledge:
Preliminary Examination is meant to serve as a screening test only. Marks obtained in this examination by the candidate will not be considered for final selection. Only those candidates who will be declared qualified at the Preliminary Examination in a year will be eligible for admission to the West Bengal Audit & Accounts Service (Main) Examination of that year.
Main Examination:
Main Examination shall be held in two stages, viz
(i) Written Examination, and
(ii) Personality Test.
(i) Written Examination shall have two parts – (a) Compulsory Papers & (b) Optional Papers.
(ii) There shall be a Personality Test carrying 200 (Two hundred) marks. A number of candidates selected in order of merit on the basis of the results of the written examination will be called to the Personality Test.
3. Each of the Compulsory Papers will carry 100 (Hundred) marks and will be of 3 (Three) hours duration. The standard of optional papers will be approximately that of an Honours Degree Examination as prescribed by the recognized Indian University /Institute.
4. Answer in all papers may be written either in English or in Bengali (Unless otherwise directed in the question papers) except in language papers. Candidate should write answers to all questions in only one and the same language in any particular paper.
5. Public Service Commission, West Bengal shall have the discretion to fix qualifying marks in any paper or all papers of Written Examination, Personality Test, or in the aggregate.
6. Candidates may use the Devnagari script in answer papers on Hindi or Nepali. Questions for Santhali Paper will be set in Olchiki script and answers should also be written in Ol Chiki script.
7. Final Merit List will be prepared on the basis of total marks obtained in all the written papers of the Main Examination and in the Personality Test.
8. Other provisions relating to direct recruitment mentioned in this Department Notification No. 6426-F, dated 24.06.2004, published in the Kolkata Gazette, Extraordinary, Part I, dated the 31st July 2004 shall apply mutatis mutandis.
9. This order supersedes all previous order(s) issued in this respect and will take immediate effect.
APPLICATION FEE:
Rs. 210/- (Rupees two hundred ten) only.
Candidates may in addition have to bear the following charges:
For online payment through debit/credit cards: Convenience fee @ 1% of the examination fee subject to a minimum of Rs. 5/- (Rupees Five) only plus 18% G.S.T. on such convenience fee.
For online payment using net banking facility: Convenience fee of Rs. 5/- (Rupees Five) only plus 18% G.S.T. on such convenience fee.
For offline payment through Bank Counter: Service Charge of Rs. 20/- (Rupees Twenty) only.
SC/ST candidates of West Bengal and Persons with disabilities (PWD) having physical disabilities of 40% and above are not required to pay any fee. OBC candidates of West Bengal are, however, required to pay the usual fee as aforesaid.
